UNOFFICIAL MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL
OF THE CITY OF HOT SPRINGS
February 1, 2010
A regular meeting of the Common Council of the City of Hot Springs, South Dakota, was convened on February 1, 2010 at the hour of 7:00 p.m. at the Mueller Center with Mayor Don DeVries presiding.

Mayor Don DeVries, Carl Atchley, David Burris, Charles Catlett, Raymond Ecoffey and Bobbie Hamaker.

| Agenda: |
Councilwoman Hamaker stated her conflict of interest with Bumpers Grub and Pub and indicated she would abstain from discussion and voting.
Moved by Atchley, seconded by Burris to approve the agenda.

| Minutes: |
Moved by Catlett, seconded by Burris to approve the minutes of the regular meeting held on January 19, 2010.

| Claims: |
Moved by Hamaker, seconded by Atchley to approve the bills in between totaling $100,381.80.
Moved by Burris, seconded by Hamaker to approve current claims totaling $67,780.90.
Moved by Burris, seconded by Catlett to approve 2009 Accounts Payable totaling $3,751.07, Atchley voted no.
Moved by Atchley, seconded by Ecoffey to approve the claim from James Alexander for a broken windshield $292.90. |

| Communications from the Public: |
Gerald Collogan requested use of Centennial Park for the Main Street Arts & Crafts Festival on June 25, 26, & 27, 2010. Moved by Atchley, seconded by Hamaker to approve the use of Centennial Park for the Main Street Arts & Crafts Festival on June 25, 26, & 27, 2010.
Gerald Collogan said he has been working with Foreman Gene Weisser regarding more electrical outlets on the North end shelter and an additional water spigot. He said the Arts & Crafts Committee are willing to share the cost of both. Councilman Atchley said the Council should be notified of the cost before hand. Mayor DeVries is going to discuss this with Foreman Weisser.
Building Inspector Scott Simianer reported on having implemented a Business Occupancy Permit and his office is working with the City Attorney to revise the zoning ordinance and the subdivision ordinance. |

| Ordinance: |
Moved by Ecoffey, seconded by Atchley to approve the first reading of Ordinance 1086, a supplemental appropriation’s ordinance for the object and purpose of providing money to meet the expenses incurred in the year 2009 by the City of Hot Springs.

| Old Business: |

| Resolution: |
Moved by Atchley, seconded by Burris to adopt Resolution 2010-6, a resolution authorizing the Mayor to sign Contract No. 1-2010-101 with Angostura Irrigation District.
Moved by Atchley, seconded by Burris to adopt Resolution 2010-7, a resolution regarding rates at the Southern Hills Golf Course for 2010. Mayor DeVries will review the “Annual increase not to exceed 5% per year for ten years” and Seasonal Cart Lease **Double-Only one car allowed on course at time”.
Moved by Catlett, seconded by Atchley to adopt Resolution 2010-8, a resolution regarding rates at the Mueller Civic Center for 2010.

| Personnel: |
Maxine Ostrem, Janitor correction on wage $10.11 to $10.41 for 2010. Steve Alexander, Mechanic Grade 4 step increase from $13.34 to $13.85 effective February 2, 2010.
Hot Springs Library Volunteers: Wanda Aaberg, Gloria Aspinall, Jan Burt, Mary Ellen Duennermann, Patricia Needham, Janice Neugebauer, Nevetta Sieg and Joe Simmons.

| New Busines: |
Moved by Atchley, seconded by Burris to set a bid opening on March 15, 2010 for the reconstruction of the fountain in Centennial Park.
Moved by Catlett, seconded by Burris to approve the agreement with Fall River County and Hot Springs School System for a combined election.
Moved by Catlett, seconded by Burris to set a hearing on February 16, 2010 on the application from Debra Cornell and John Rentz dba Bumpers Grub and Pub for an on-off sale wine license located at 627 North River Street, Hamaker abstained.
Moved by Burris, seconded by Catlett to approve Arlin Fenhaus and Brent Crow to attend the Golf Course Superintendent’s Association Conference in Sioux Falls from March 8-11, 2010.

| Committee Reports: |
Public Works: Councilman Charles Catlett said they discussed the MRF, bathroom at Wastewater plant, Auger Grinder, watersewer lines, and loading dock relocation.
Public Safety: Councilman Raymond Ecoffey said they discussed the closing of 19th Street (by the school multi-purpose room area), Airport leasing of hangar spaces, contract with Barnyard Veterinary Clinic and poor visibility on corners.
