UNOFFICIAL MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL
OF THE CITY OF HOT SPRINGS
January 19, 2010

A regular meeting of the Common Council of the City of Hot Springs, South Dakota, was convened on January 19, 2010 at the hour of 7:00 p.m. at the Mueller Center with Mayor Don DeVries presiding.
Members Present:
Mayor Don DeVries, Carl Atchley, David Burris, Charles Catlett, Raymond Ecoffey, Barry Field, Bobbie Hamaker, Georgia Pomrenke and Truman Savery.
Members Absent:
ALL ACTIONS RECORDED IN THESE MINUTES WERE BY UNANIMOUS VOTE UNLESS OTHERWISE STATED
Staff Present:
Finance Officer Cheryl Wait and Assistant Finance Officer Debbie Romey.
Agenda:
Moved by Atchley, seconded by Ecoffey to approve the agenda.
Minutes:
Moved by Hamaker, seconded by Atchley to approve the minutes of the regular meeting held on January 4, 2010.
Claims:
Moved by Burris, seconded by Pomrenke to approve the bills in between totaling $95,659.71.

Moved by Burris, seconded by Atchley to approve current claims totaling $263,354.38.

Moved by Catlett, seconded by Field to approve 2009 Accounts Payable totaling $28,542.46, Atchley voted no.
Communications from the Public:
Ed Van Dreal asked if he could put a banner for Wild Horse Sanctuary on the Southern Hills Golf Course website. It was referred to Cultural Recreation Committee to discuss.
Hearing:
Ordinance:
Mayor DeVries opened the hearing regarding Ordinance 1085. No comments were heard. Moved by Catlett, seconded by Burris to approve the second and final reading of Ordinance 1085, a supplemental appropriations ordinance for the object and purpose of providing money to meet the expenses of the City of Hot Springs incurred during the year 2009.
Old Business:
Moved by Savery, seconded by Hamaker to continue recording the council meetings, one copy will be made and available at City Hall.
Resolution:
Moved by Atchley, seconded by Hamaker to adopt Resolution 2010-4, a resolution authorizing and directing the Finance Officer to make the transfers from the General Fund Contingency Account in the Appropriation Ordinance for 2009 according to SDCL 9-21-25.1

Moved by Catlett, seconded by Burris to adopt Resolution 2010-5, a resolution authorizing the Mayor to sign the Funding Agreement for the Consolidated Water Facilities Construction Program Grant No. 2010G-401.

Moved by Catlett, seconded by Savery to authorize the Mayor to sign the Maintenance and Encroachment Agreement for Project ES0043(09) PCN 01C2.

Moved by Atchley, seconded by Savery to authorize the Mayor to sign the Traffic Signal Maintenance Agreement for Project ES0043(09) PCN 01C2.

Council members and citizens discussed the pros and cons of the recommendation made by the Public Works Committee to close the transfer station and contract out household garbage pickup. They plan to get more accurate figures and clarification from the City Attorney as to what exactly has to be closed according to the Stipulation of Agreement by December 31, 2010.

Fall River County accepted the low bid from M.G. Oil for 8,000 gallons of 5050 dyed diesel at $2.2105 per gallon.

Public Works: Councilman Charles Catlett said they will meet on January 26th at 1:30 p.m. at City Hall

Public Safety: Councilman Raymond Ecoffey said they will meet on January 22nd at 4:00 p.m. at City Hall.

Cultural Recreation: Councilwoman Georgia Pomrenke said they will meet January 21st at 5:30 p.m. at the Material Recovery Facility.
