UNOFFICIAL MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL
OF THE CITY OF HOT SPRINGS
October 19, 2009

A regular meeting of the Common Council of the City of Hot Springs, South Dakota, was convened on October 19, 2009 at the hour of 7:00 p.m. at the Mueller Center with Mayor Don DeVries presiding.
Members Present:
Mayor Don DeVries, Carl Atchley, David Burris, Bobbie Hamaker, Georgia Pomrenke and Truman Savery.
Members Absent:
Charles Catlett, Raymond Ecoffey and Barry Field
ALL ACTIONS RECORDED IN THESE MINUTES WERE BY UNANIMOUS VOTE UNLESS OTHERWISE STATED
Staff Present:
Finance Officer Cheryl Wait and Assistant Finance Officer Debbie Romey
Agenda:
Mayor DeVries amended the agenda under New Business a motion to set a hearing for a use permit on review for the Boys and Girls Club on November 16 at 7:15 p.m.

Moved by Atchley, seconded by Hamaker to approve the amended agenda.
Minutes:
Moved by Hamaker, seconded by Pomrenke to approve the minutes of the regular meeting held on October 5, 2009.
Claims:
Moved by Atchley, seconded by Burris to approve the bills in between totaling $107,402.15.

Moved by Burris, seconded by Atchley to approve current claims totaling $105,491.50.
Communications from the Public:
Hearing:
Mayor DeVries opened the hearing at 7:15 to transfer the on-sale liquor license and on-off sale malt beverage license from BOE Inc. dba Winners Circle to C. S. Inc. dba Winners Circle, no public comments heard. Moved by Savery, seconded by Atchley to approve the transfer of an on-sale liquor license and an on-off sale malt beverage license from BOE Inc. dba Winners Circle to C. S. Inc. dba Winners Circle.
Ordinance:
Moved by Atchley, seconded by Burris to approve the second and final reading of Ordinance No. 1078, an ordinance establishing procedure for the Issuance and Regulation of On-sale Liquor Licenses for Full-service Restaurants in the City of Hot Springs.

Ralph Long, Parks Department and Paul Valandra, Golf Course, seasonal jobs ended on October 9, 2009.
New Busines:
Moved by Burris, seconded by Savery to approve Change Order No. 1 for Mainline Contracting in the amount of $11,821.45.

Moved by Savery, seconded by Pomrenke to approve Steve Simunek to work on city streets in the Boulder Falls Addition at no cost to the City of Hot Springs.

Hot Springs Masonic Lodge will be holding a raffle on November 6, 2009.

Moved by Atchley, seconded by Pomrenke to approve the Mayor and Finance Officer to sign the Allonge for Attachment to the Note for the Library with First Interstate Bank.

Moved by Burris, seconded by Atchley to set a hearing on November 16 at 7:15 p.m. for a use permit on review for the Boys and Girls Club to relocate at 1537 Baltimore Ave.
Mayor Report:
Mayor DeVries and Foreman Gene Weisser discussed with the council about purchasing a 1995 Ford Truck F800 from South Dakota Federal Surplus for $12,750.00 for the Street Department. He will need to purchase a plow to fit it. This is to replace a 1979 International truck which has been increasing in cost to maintain.

Foreman Weisser said the water department’s 1993 Bobcat, which is at Jenner Equipment, is in need of repairs at the cost of $4,800 to $5,000. Butler Machinery brought a demo of a 2009 Cat compact loader for $63,000.00. Mayor DeVries said to set a bid opening date on the next agenda.

Moved by Atchley, seconded by Burris to accept the resignation from Frank Mason from the Library Board
Committee Reports:
Public Works: Next meeting will be October 27 at 1:30 p.m. at City Hall.

Public Safety: Next meeting will be October 23 at 4:00 p.m. at City Hall.

Cultural Recreation: Councilwoman Pomrenke said their next meeting will be October 29 at 5:30 at the Material Recovery Facility.

Being no further business to come before the Council, moved by Atchley, seconded by Hamaker to adjourn at 7:55 p.m.
